Immigration Minister Elinor Caplan defended
the expulsion of a man from Canada to China Tuesday even though he
faces execution in his homeland.
"I'm very concerned that Canadians not be taken advantage of and
that Canada not be a draw and seen as a safe haven for those who are
engaged in serious criminal activity outside Canada," Caplan said
outside the House of Commons.
The case involves Fang Yong, 36. He's been sentenced to death for
embezzling about $240,000 from a bank where he worked in China.
He left the country for Canada in 1990, but was ordered back to
China.
"I'm satisfied in this case that the individual had full access
to the refugee determination system in Canada and was not
extradited," Caplan said, after explaining that she had reviewed
Fang's case. "He was removed according to the Immigration Act."
