'Dirty immigration secret'

  A federal immigration quota system that shows immigrants are selected to come here based on country of origin has angered lawyers and minority groups.

The groups are outraged because immigration officials have claimed newcomers are selected based on qualifications and skills, rather than their homeland.

"This is hidden discrimination," said Richard Kurland, chairman of the immigration section of the Canadian Bar Association. "This is Canada's dirty little immigration secret."

The confidential document, obtained by The Toronto Sun through access-to-information legislation, shows 1,370 Jamaicans will be selected to come to Canada this year, compared to 8,860 Brits. The document lists country quotas from 1997 to the present and shows an increase of immigrants from Asia, and a decrease from South America, Israel and the Caribbean.
